Frank startte na het Atheneum een rechtenstudie aan de Universiteit van Tilburg en behaalde zijn Kandidaats I. Hierna voltooide hij aan de Universiteit van Utrecht zijn doctoraal als contemporain historicus (drs.).

Na een start in het bankwezen bij de ING Bank als management trainee werd hij in 1990 kantoor directeur. In 1996 is Frank voor Van Lanschot Bankiers gaan werken in de Private Banking sector en werd algemeen directeur van kantoor Maastricht in 2000, en daarmee tevens verantwoordelijk voor Business Banking in de Provincie Limburg.

In 1997 voltooide hij aan de Universiteit van Tilburg/ TIAS een Executive Master in Finance (MIF).

In 2003 richtte hij Delfin Executives op, oorspronkelijk gespecialiseerd in finance functies. In 2005 volgde de oprichting van Delfin Corporate Services en werd de benodigde trust vergunning van De Nederlandsche Bank verkregen.

Frank studied Law at Tilburg University (cand. I) and holds a master degree (drs.) in History from Utrecht University. At Tilburg University he finalized his study in Financial Economics and holds a degree as Executive Master in Finance (MIF).

He started his professional career as a management trainee at ING Bank and became office director in 1990. In 1996 he switched to Van Lanschot Bankiers, became an office director and was also responsible for Business Banking in the Province of Limburg.

Frank founded in 2003 Delfin Executives. In 2005 Frank established Delfin Corporate Services  and received a license of the Dutch Central Bank the same year.
